If Tebbit's White Paper on youth training goes through as it is, it will mean that not only will you have to work on cheap labour schemes if you are on the dole, but there will be a danger of getting conscripted even if you've got a job.

Whatever happens, 16-17 year-olds will be out of the job market. What employer in their right • mind would employ a 16-17 year old worker when he could get paid by the government for taking one on through a cheap labour scheme?

The claim that it is a training scheme is a bit far-fetched to say the least. Just a glance at the White Paper will prove this. Out of 350,000 now proposed to on the scheme in 1983, 80% will be working on private employers premises.

Out of the 12 months on the scheme, nine of those will be spent grafting for some private boss who'll be raking in while you get £14.40 instead of the £16.50 instead of the dole money which will dole money which will be stopped if you refuse be stopped if you refuse to go on the scheme.

If the scheme is to be successful in the eyes of the Tories then it will have to take a very disciplined form with severe methods of punishment.

Some of these are in effect on YOP schemes now, such as fines and serding people home without pay and for stupid reasons. without the right to appeal through a union.

This will remind you of school and that is exactly what they want to develop. This scheme will not be a 'temporary measure' as they claim.

It will become an institution just the same as school. That is the danger of sitting back and letting this monster develop without a fight.

Withdraw

We have got the strength to defeat the scheme. The TUC alone could ensure that it doesn't work by withdrawing its support and coming off the working committee on the White Paper. We should say we have nothing in we have nothing common with it. its position clear now. We won't cooperate with this scheme, we will do everything in our power to see that the scheme doesn't work. Youth need to be mobilised into the trade unions to fight the plan. A big part of that will be the unemployed youth. The trade unions must open their ranks to the unemployed and actively encourage them to join.

The YOPs struggle is not only confined to the trade unions. It was the Labour government that set up YOPs. We in the LPYS must fight to ensure that this doesn't happe again. The next Labour government must be committed to implementing the demands of the YOPs Trainee Union Rights Campaign (YTURC), i.e. trade union rates and rights, a guaranteed job at the end of each scheme and a programme of full public works - not slogging away for some private employer.

The YTURC has started the ball rolling. We must fight to build a massive YTURC, and that means organising protest strikes around the country, inclüding national strikes demanding that Tebbit backs down and that his plan i is defeated. ers yet then e on the tip ley're work- together.
