And there has been the usual flurry of 'left' talk from negotiators whose record of abysmal betrayals on pay is second to none in the trade union movement.

Last year NUPE's 'left' General Secretary Alan Fisher sat on his hands and allowed the Fire Brigades Union to battle on alone to defeat against the government's 10% pay limits, while quietly ditching NUPE's own pay demands in a sell-out This year again NUPE has launched a fanfare of publicity for a £60 minimum wage-citing TUC policy as backing.

Council workers should have no illusions in such talk. Pay claims to regain and defend living standards must be submitted-and must be fought for in the teeth of opposition from the government and vacil!ation and retreats by union officials. 'Communists' Against Revolution, containing the important essay "The Theory of Structural Assimilation" by Tim Wohlforth is the book on post-war Stalinism| that Mandel and Healy would not discuss.
