intend to implement the "participation" section of the Ryder The statement finally ends any argument on sections of the report being progressive, or "a basis to build on" . Leyland spell out theit objectives in clear terms. After saying that the proposed "joint management" committees and councils will not deal with wages or conditions of employment, it goes on to explain that they will deal with - investment, new model and facility planning, sales and marketing plans, and financial performance. This is "with the firm objective of developing an agreed course of action.. ers Socialist League, 31 Dartmout In other words developing an "agreement" to speed up and rationalisation in order to stay in business.
On management prerogatives they are equally clear:
"For its part, Management will be prepared to present alternative courses of action when ever they are available and to modify them in the light of discussion. Genuine attempts must be made to seek a consensus. With this approach the occasions on which Management has to implement a plan withou having obtained a high measure of agreement should be rare. In short the objective is to maximise the areas of agreement." : Hill, London NWS 1HR Whether disagreements are to be "rare" or not, this statement makes it clear that. management have the final, over-riding say on all questions.
A further meeting of BLMC convenors will be held shortly io discuss the statement. Ryder should now be completely rejected, and full nationalisation BLMC fought for. *At the T&GWU conference, Assistant General Secretary, Harry Urwin, who was on the Ryder team, insisted that the report was actually written by two businessmen and two bankers - he was there "to put the trade union point of view."
