CHILE

Dictator Pinochet's announcement of the "dissolution" of the DINA (the hated semi-autonomous secret police) is nothing more than cosmetic gesture designed to make it easier for Carter's "human rights" administration to furnish economic aid to the hard-pressed junta. The DINA will cease to function in name only. Its functions are to be taken over by an innocently-named government information agency modelled on Carter's CIA.

PERU

The wave of strikes and demonmeasures have led to hundreds of arrests. Employers have followed the regime's encouragement to sack thousands of militant workers.

ETHIOPIA

The Ethiopian military dictatorship has virtually admitted the claim of the West Somalia Liberation Organisation to control 90% of the Ogaden region. As the war has sharply intensified so has the embarrassment of the Soviet bureaucracy, nominally allied to both sides. The Soviet news agency, Tass, has issued a series of plaintive appeals for negotiation.
