The central strike committee must take on the tasks of negotiating the agreements, submitting themselves to the decisions of the mass meetings.

This organisation of us all has nothing to do with the so-called "delegates assemblies" which exist in the engineering industry.

The leadership of the Workers Commissions in accordance with their trade union of a new type and with the 'tacit" support of the UGT, which has said nothing on the question, use these assemblies, which only meet at times when selected delegates can attend, to put forward the view that they are not decision- making meetings but informative ones hus the members of these assem- bles are made to play the role of the old workers' representatives in the Francoist 'unions' of holding back the right of workers to make decisions in their own mass meetings.

We Trotskyists believe that if the bosses are to be forced to concede then the strikers-through their own mass meetings-must take the management of affairs into their own hands. Their delegates must to any decree from abov spokesmen of the mas the nly decision making not submit e. They are s meetings, 5 meet he rade tions have to he head of this mobilisation- -It is necessary for the federal committees of the various sectors on strike to act in coordination with each other since their struggle is the same. The same applies to trade union sections at the level of each zone and district. The remaining committees and sections of the other sectors must organise mass meetings and strikes in their sectors in order to join up with the struggle. It is the only form for acting as authentic fighting organisatiens. However the latest agreements and struggles show that the leaders of these unions, linked to the Moncloa Pact, are more disposed to make agreements with the bosses on our backs (as in printing) than to push forward the struggle to gain the demands. It is as with rd int strike ment for ter ref " ES part of this line of agree.

the bosses that they put ermittent stoppages, short s inside the factories etc organise mass meetings Pag, he members must take control and demand of the leaderships that they act in accordance with the decisions of the membership as a whole and not on their own account.

That, along with the other union fed- erations, they take forward the effec- tive organisation of the General Strike not only in Catalonia but at the level of the whole state, forming a state-wide Workers Alliance Com- mittee, and one in every nation, region, etc., putting an end to the Moncloa Pact, to this Cortes, to the Suarez government, finishing with this regime and setting up a workers' government capable of taking the appropriate measures (expropriation, nationalisation, etc) which will permit the needs of the working class and the oppressed people to be met.

This government must be formed by the CP and PSOE as majority parties, based on the trade unions and elected workers delegates, supported by mass mobilisations. For this it is necessary that the workers' leaders withdraw their signatures from the Moncloa Pact and that the workers' leaders resign from the Cortes, supporting instead the Workers Alliance.
